feat(api): automatic one-shot retry for idempotent requests on transient failures (network, timeout, 429/5xx, HTML response) so intermittent data-load errors recover without a manual page reload; respects Retry-After; opt-out with retry:false; status bar shows "Повторная попытка…" during retry; retryableStatus now includes 500
