fix(installer): post-install 'update available' notice now compares builds via the update-center update-plan (current_build=0) instead of a semver compare that never fires because every build ships VERSION 1.0.0 - a fresh install now sees the update hint when a newer build is published; docs(changelog): record ТЗ 6/7 client-project-status features and the installer notice fix
