Invalidate worklog cache when team or user hierarchy changes. TeamController (create/update/delete) and UserController (create/update/delete) now call invalidateCache("worklog") so that hierarchy changes (team manager, members, user tree) are immediately reflected in worklog reports without waiting for TTL expiry.
